If the file name of the video changes, then it becomes impossible to open it from the viewer (with a corresponding .vtx file).
Please make the viewer search for a video file with the same name of the .vtx file. (If the .vtx file does not have also the extension of the video - e.g. ABC.mp4.vtx - it may be necessary to hard-code the common video extensions and open the first file on the folder that matches any.)

Got it, viewer is back.
Tested:
From
"D:\Path1\Movie.mp4"
"D:\Path1\Movie.vtx"
To
"D:\Path2\Movie.mp4"
"D:\Path2\Movie.vtx"
Viewer opens the video correctly.
To
"D:\Path1\Movie1.mp4"
"D:\Path1\Movie1.vtx"
Viewer tries to open "D:\Path1\Movie.mp4", which does not exist anymore.

Still not working. Tries to open the old path.
Please check carefully, because I have tested your case just before release and it worked fine.
Probably, you have several installations of VTM or PTM on your PC and wrong binary is used to open vtx file.
You can check the path to actual binary in Windows processes after opening vtx file.
