On a particular video the Force 16:9 setting had no effect when enabled and used with a custom height. There were no black bars and had incorrect aspect ratio in the thumbnails. I tested the video in another thumbnail app with a similar aspect lock setting and it worked fine. I also tried a different video in VTM and Force 16:9 worked.

Any particular reason why the Force 16:9 would fail?

Because your video is already 16:9.
I agree, it could be confusing a bit.
I will check how to improve it without breaking the other features
