Cannot open RAR files

I cannot make thumbs of the images in a RAR file - the file will not load. ZIP files work fine, however. Is there a problem with RARs?

Thanks for the PMs. Here is a sample RAR file, created with WinRAR 6.0, that I cannot open in Pictures Thumbnails Maker.
