EDIT: To be more correct, this time it asks to locate video.
Tested on a clean VM, so fairly sure 10.0.0.3 was the only version installed.

Yes.
So, technically, if I send you a .vtx file, you would only need to rename it to match the name of a movie file you have and it should be possible for the viewer to open the video, correct?
If yes, try the attached .vtx that I created.

Probably you were confused by right mouse button context menu.
I always use F1 hotkey when I want to start video from the beginning.
I tested your vtx file, and
d:\Path1\A.mp4
d:\Path1\A.mp4.vtx
F1 works well as
d:\Path1\Cyanide & Happiness - Hot Car.mp4
d:\Path1\Cyanide & Happiness - Hot Car.mp4.vtx

Right. I had no idea that F1 could be used.
Worked here. Is it possible to make it work with the "open and seek" mode also (by double clicking a frame to jump for its time on the video)? That would make it perfect. If you are still working on it, I can wait.

You asked for a helper when locating a video, I have added it.
Now, to open a video which was renamed, the user has to use "Locate Video" and can simple press Enter - because the new path will be already on the dialog, while before the last update, it would not.
What I have wanted since from the beginning was for a simple double-click on a frame to launch the video at that frame's time, without the user having to manually find the new path.
