Support for HEVC (H.265)
I should have been more specific. What I'm trying to do is capture frames manually using the first option.
When I load the video, right click on it and choose that option a wheel spins for a few seconds and then nothing happens. When I do the same thing with a clip in H264, the window for me to choose the frames opens and it works fine.

Choose shots manually works good too.
What codec packs are you using?
Recently, there was a similar report, a user had both CCCP and K-Lite codec packs installed.
He removed CCCP, reinstalled K-Lite and managed to work good with H.265.
In my case I have CCCP codec pack installed only.

This may prove to be more difficult that I initially thought.
I've never installed either CCCP or K-Lite.
